Two former soldiers stationed at Fort Eustis have been sentenced to prison following convictions related to child sexual abuse material. According to court documents, Hayden Scott Carpenter, 23, and Isaiah Luke Hood, 21, used social media from February 2023 through April 2023 to communicate in sexually explicit ways with minors. Investigators found that both men requested and received sexually explicit images and videos from the minors and also sent similar content back. The case revealed that dozens of minors were victimized.

Isaiah Luke Hood pleaded guilty on May 28, 2025, to production of child sexual abuse material. He was sentenced on October 1, 2025, to 20 years in prison. Hayden Scott Carpenter pleaded guilty on August 6, 2025, to coercion and enticement of a child and was sentenced today to 15 years in prison.

The Washington Field Office of the Department of the Army Criminal Investigation Division led the investigation. Assistant U.S. Attorney Devon Heath prosecuted both cases.

“This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by U.S. Attorney’s Offices and the Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims. Information about these cases is available on the website for the U.S. Attorney’s Office for the Eastern District of Virginia or through PACER by searching for Case Nos. 4:25-cr-22 (Hood) and 4:25-cr-23 (Carpenter).
