Seven arrested in connection with Annandale doctor’s prescription drug distribution scheme

Seven individuals have been arrested following an indictment by a federal grand jury in Abingdon, Virginia, for their alleged roles in a drug distribution conspiracy involving an Annandale-based doctor. The arrests stem from charges that the group conspired with Dr. Rotimi Iluyomade to distribute more than 7,000 oxycodone pills, over 34,000 milliliters of hydrocodone-chlorpheniramine solution (known as “Tussionex”), and 107,000 milliliters of promethazine-codeine solution.

Those arrested this week include Obioma Alozie Ndubuka (“Bankroll”), 31, of Gaithersburg; Raymono Alfonzo Russell II, 24; Cameron Isaiah Lewis, 23; Zion Oluwademilade Adeduwon, 24; and Kenechukwu Brian Okwara (“Kene”), 29—all of Bowie; Elhadj Malick Diallo, 31, of Silver Spring; and Yared Michael Tesfaye (“Yar”), 28, of Montgomery Village. All are residents of Maryland.

The grand jury charged the seven defendants with conspiracy to distribute and possess with intent to distribute oxycodone and hydrocodone-chlorpheniramine solution and obtaining promethazine-codeine solution by fraud. They also face two counts of possessing with intent to distribute hydrocodone-chlorpheniramine solution and four counts of obtaining drugs by fraud.

Court documents allege that between at least 2023 and 2024, Iluyomade and his co-conspirators distributed thousands of pills and large quantities of controlled substances across several states. The scheme involved providing fraudulent prescriptions for these drugs to individuals using fake names or altered identifying information. These prescriptions were sent to pharmacies nationwide on behalf of purported patients. At least seventy such prescriptions were filled at pharmacies within the Western District of Virginia.

Multiple agencies are investigating the case: the Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), Virginia State Police, Salisbury Police Department (Maryland), Loudoun County Sheriff’s Office, Russell County Sheriff’s Office, Nebraska State Police, HHS-OIG, and the Food and Drug Administration (FDA). Additional support came from the U.S. Attorney’s Office for the District of Maryland (Greenbelt Division) and Maryland Department of Public Safety and Correctional Services.

Assistant U.S. Attorneys Lena Busscher and Randy Ramseyer are prosecuting the case.

Authorities emphasized that “an indictment is merely an accusation. The defendant is presumed innocent until proven guilty.”
