Portsmouth man receives five-year sentence for distributing fentanyl

A Portsmouth resident, Saah Kinte Mills, 43, has been sentenced to five years in prison for possession with intent to distribute fentanyl. The sentencing took place after law enforcement officials conducted several controlled purchases from Mills in early 2025.

Court documents show that in February and March of 2025, authorities made four controlled purchases where Mills sold about 11 grams of fentanyl, another 11 grams of a mixture containing both fentanyl and heroin, and approximately 2.41 grams of a combination of heroin, fentanyl, and xylazine.

Mills was arrested by narcotics detectives on April 11, 2025. At the time of his arrest in Portsmouth, he had nearly 11 grams of cocaine in his possession. A subsequent search at his residence led investigators to recover a box of ammunition as well as over 31 grams of powder containing fentanyl and an additional 29 grams consisting of para-fluorofentanyl, heroin, and fentanyl. Authorities also found evidence related to drug trafficking at the scene.

The case was investigated by Homeland Security Investigations (HSI) Washington, D.C., along with the Chesapeake Police Department. Assistant U.S. Attorney Darryl J. Mitchell prosecuted the case.
