Competitive Range Solutions, LLC, a service-disabled veteran-owned small business, has taken legal action against a former employee for alleged breach of contract and misappropriation of trade secrets. The lawsuit was filed on December 15, 2025, in the United States District Court for the Eastern District of Virginia against Todd Woolf. Competitive Range Solutions (CRS) claims that Woolf’s actions have severely compromised their business interests.
The plaintiff, CRS, alleges that Todd Woolf engaged in corporate espionage by stealing confidential information that could benefit their competitors. According to the complaint, Woolf downloaded over 2,443 documents from CRS’s databases on his last day of employment after accepting a job offer from CarverBeth LLC—a competitor in the government contract space. This information included sensitive data related to government contracts with the Defense Information Systems Agency (DISA), which CRS had successfully managed for years. “Mr. Woolf’s actions damaged CRS’s current and future business opportunities,” states the complaint.
CRS accuses Woolf of violating several contractual obligations he agreed to upon his employment with them in June 2022. These include safeguarding confidential information and adhering to non-compete and non-solicitation agreements. The complaint details how Woolf allegedly began engaging with CarverBeth while still employed at CRS and subsequently accepted an offer from them shortly before resigning from CRS. The plaintiff argues that these actions were not only breaches of contract but also acts of bad faith.
In its filing, CRS is seeking both injunctive relief and monetary damages. They request that the court orders Woolf to cease using or disclosing any proprietary information obtained during his tenure at CRS and return all such materials. Additionally, they seek compensatory damages amounting to at least $2 million per count for breach of contract, as well as punitive damages under both federal and state trade secret laws due to what they describe as willful and malicious misappropriation.
