Eastern District of Virginia to launch electronic document submission system for pro se litigants

The United States District Court for the Eastern District of Virginia announced on April 9 that it will introduce an Electronic Document Submission System (EDSS) effective April 15, 2026. The new service will allow self-represented parties, also known as pro se litigants, to electronically submit documents in civil cases for filing by the Clerk’s Office.

The EDSS is designed to provide an alternative method for submitting documents, making it easier for individuals who are not represented by counsel to participate in civil proceedings. However, use of the system is optional and does not replace traditional methods such as mailing or delivering documents in person.

According to the court’s announcement, “Electronic submission serves as an alternative to mailing or bringing the documents to the courthouse but is not required.” Access to EDSS will be available through a link on the court’s website under the Resources/Pro Se Litigant information tab.

There are several restrictions associated with EDSS. Pro se litigants cannot use it to file new cases; these must still be initiated by mail or in person at the courthouse. The system is only available for pro se litigants—parties represented by attorneys must continue using existing electronic filing systems or other approved methods. Incarcerated individuals are not permitted to use EDSS, and documents submitted under seal cannot be filed through this platform. Only civil filings specific to this district court may be submitted via EDSS.

The court stated that additional resources and information about using EDSS will become available once it goes live on April 15, 2026. Individuals with questions are encouraged to contact the Chief Deputy Clerk of Court.
